Welcome to the Neighbourhood Planning e-bulletin for June.

 

 

We now have nine emadef Neighbourhood Plans that have been adopted by Cornwall Council. There is an update on our Parish Housing Targets information and another round of Neighbourhood Planning Surgeries are organised for September 2017. A new Portfolio Holder has been elected for Planning and Economy.

You will also find all the latest information and updates on the Neighbourhood Planning stages including the current consultations below.

We would like to welcome Councillor Bob Egerton who has been appointed as the new Portfolio Holder for Planning and Economy.

Councillor Bob Egerton said gI am delighted to have been appointed as the Cabinet member for Planning and Economy. I look forward to working with the Neighbourhood planning team as well as everyone else involved in planning. I am pleased to see the tremendous progress that has been made in developing neighbourhood plans over the last couple of years and I am sure that this will continue in the years ahead."

 

 

Current Consultations

 

Designations:

From the 1st October 2016, local authorities no longer need to publish designation applications and consult people who live, work or carry out business in the area if the Neighbourhood area covers the whole Parish boundary as set out in the Neighbourhood Planning Regulations 2012/16 5A (3)

 

Cornwall Council will continue to consult statutory organisations when designation applications are submitted. A report will be collated providing initial information and guidance from these organisations to support town or parish councils during the early stages of developing their Neighbourhood Plan.

 

Cornwall Council has approved a designation request from Poundstock Parish Council for their Neighbourhood area.

 

Strategic Environmental Assessment Screening (SEA):

 

Porthleven Neighbourhood Development Plan is currently being screened for SEA.

 

Pre-Submission Consultation:

St Mewan Neighbourhood Development Plan

Pre-submission consultation began on 22nd May and finishes on 3rd July2017.

Hayle Neighbourhood Development Plan pre-submission consultation began 5th June and finishes on 4th August 2017.

 

 

Pre- Submission Council Officer Consultation:

 

Cornwall Council officers have already been consulted on the St Mewan Neighbourhood Development Plan.

Hayle Neighbourhood Development Plan Council officer consultation is between 6th June until 4th July 2017

 

Plan Proposals Statutory Consultation:

 

Mevagissey has formally submitted their Neighbourhood Development Plan Proposal and is currently going through a legal compliance check.

 

·         Feock Neighbourhood Development Plan Proposal statutory six week consultation is between Thursday 29th June and 10th August 2017

·         Lanreath Parish Neighbourhood Development Plan Proposal statutory six week consultation is between Friday 26th May and 7th July 2017.

·         South Hill Parish Neighbourhood Development Plan Proposal statutory six week consultation is between Friday 26th May and 7th July 2017.

 

Examination:

·         North Hill Neighbourhood Development Plan  is currently at examination. Barbara Maksymiw has been appointed as the independent examiner.

·         Gwinear – Gwithian Neighbourhood Development Plan Examination report has been published.

 

Referendum:

 

The Rame Peninsula, Roche Parish, St Minver Parishes and Bude – Stratton Neighbourhood Development Plans were successful at Referendum on Thursday 5th May 2017.

 

Gwinear – Gwithian Neighbourhood Development Plan will be taken to Referendum in September 2017.

 

Adopted Neighbourhood Plans:

 

The Bude – Stratton, Roche, St Minver Parishes and Rame Peninsula Neighbourhood Development Plans have been Made by Cornwall Council. The implementation date was 28th June 2017.

 

 

Toolkit and Guidance Notes

There are templates available to help Neighbourhood Planning Groups when drafting their planning policies and advice and guidance when developing the Neighbourhood Plan.

 

 

Funding

 

My Community - Neighbourhood Planning Grants

 

Parish and town councils applying to Locality for a Neighbourhood Planning grant will now be required to complete a project plan template. This will need to be submitted with the application form.

 

There are changes to the final year of the 2015 – 2018 grant programme. There have been two updates to the programme which include:

Modifying your plan after it has come into force

Groups undertaking site assessments and housing site allocations. For further information please see the web link below

Government Legislation

 

There is no current legislation update.

 

Other Information

 

Parish Housing Targets

 

Update: We will be e-mailing the information to parish and town councils in July.

 

In recent Neighbourhood Plan examinations, examiners have been asking parishes to demonstrate clearly in their Plan how they can deliver their share of the housing target in the Cornwall Local Plan and to include information on

·         the number of houses that have been built within the Neighbourhood Development Plan area within the plan period

·         The number of additional houses that have planning permission which are under construction or not yet started

·         an estimate of the potential number of additional homes that may be delivered on windfall sites

We have been working on a housing figures guide for each parish, that will divide up the local plan Community Network Area housing targets per parish, so that we can provide you with a baseline housing target and information on completions and commitments for your parish. This will help you to decide on a strategy which will deliver the amount of development required so your plan can demonstrate conformity with the Local Plan.

 

 

Neighbourhood Planning Surgeries September 2017

 

You can book a slot for the next round Neighbourhood Planning Surgeries being organised in September. This will provide Neighbourhood Planning Steering Groups with an opportunity to speak to Neighbourhood Planning and Planning Policy officers about any queries and be provided with some guidance on the development of their Plan. Each steering group can book a 45 minute slot which will need to be booked in advance. If you are interested in attending one of the surgeries please e-mail the Neighbourhood Planning Team neighbourhoodplanning@cornwall.gov.uk stating which location you would wish to attend and whether you would prefer to attend a morning or afternoon.

 

The next round of Surgeries will be held on the following dates between 9am – 4pm:

12th September 2017, Pydar House Truro

14th September 2017, Bodmin Office

19th September 2017 , Dolcoath Office Camborne

21st September 2017, St Johnfs Hall Penzance

27th September 2017, Luxstowe House Liskeard
